Terms of Use
Last updated 5 November 2026. These terms apply to flag-maker.org and everything on it.
Agreement to these terms
Flag Maker is run by an individual developer, not a company (“we”, “us”). By using the site you agree to these terms and to the way we handle data described in the privacy policy. If you don’t agree, please don’t use the site. If you use it for a business, school or club, you confirm that you can accept these terms for it.
The service
The site is a free online flag maker. You start from one of the country flags or choose a layout, then pick colours, emblems, an uploaded picture or a line of text and a ratio, and the site draws the flag in your browser. You can download it as an SVG, as a PNG in several sizes, or as a zip of Hearts of Iron IV flag files, and you can copy a link that reopens the design. The site also explains flag ratios, print sizes and common design principles.
You can use it for personal, educational and commercial projects, as often as you like, without an account or payment. There is no paid tier and nothing to buy on the site, and we don’t print or sell flags.
Your designs belong to you
We claim no ownership of the flags you make and add no watermark. You may use, print, sell, publish or modify them as you wish. The layouts and the basic emblem shapes (stars, discs, crosses and the like) are ours to give, and you may use them without credit. The other 150 emblems, such as the lion, eagle or anchor, come from game-icons.net under the Creative Commons Attribution 3.0 licence: if you publish or sell a flag that uses one, credit its author in the form “Lion by Lorc, game-icons.net, CC BY 3.0” with a link to the licence (creativecommons.org/licenses/by/3.0). The editor shows the exact line for each emblem, and downloaded SVG files carry it in their description. Country flags are offered as starting points; some countries restrict commercial use of their national flag or coat of arms, so check the rules where you live before selling one.
Because anyone can combine the same layouts, colours and shapes, other people may make flags that look like yours, and we can’t give you exclusive rights to a combination. If you plan to register a flag as a trademark or adopt it officially, check for existing similar designs first.
Pictures you upload
Upload picture works only inside your browser; the file is not sent to us. You are responsible for having the right to use any picture, logo or crest you add to a flag, and for how you use the result. Don’t use the flag maker to reproduce someone else’s trademark or copyrighted artwork in a way the owner hasn’t allowed.
Files and advice, not a guarantee
The files are made to the sizes and formats described on the site, and we check them, but what happens next depends on things the flag maker can’t see, including:
- your printer’s required size, bleed, colour mode and file format, and how a printed colour differs from the same colour on screen;
- fonts: text uses fonts common on Windows and Mac, and a computer without them, such as many Chromebooks and Linux machines, shows a substitute;
- how a particular game version, mod loader or program reads the files, including Hearts of Iron IV, which we can’t test inside the game;
- the rules for flying, displaying or registering a flag where you live.
Check a proof with your printer before ordering, and keep a copy of the SVG. The Flag check and the design principles on the site are general advice based on published guidance; they are not a judgement of your design and not legal advice about flags, trademarks or national symbols.
Acceptable use
Please use the site as an ordinary visitor would. Don’t:
- use designs made here to harass, threaten or promote hatred or violence against people;
- pass off a design as the official flag of a government, organisation or company you don’t represent, in order to mislead;
- try to break, overload or get around the site’s security, or probe it for weaknesses without our permission;
- send automated traffic in volumes that slow the site down for others;
- use the feedback form to send spam, advertising, malicious links or abusive messages;
- copy the site as a whole, or present it as your own service or as made by someone else;
- use the site for anything unlawful.
Links you share
Copy link puts your design, including any text on it, into the link itself. Anyone who has the link can open and edit their own copy of the flag; your copy is not changed. Uploaded pictures are not included. You decide who gets a link. A link reflects the flag maker as it works when the link is opened, so a design may look slightly different if we correct how a layout is drawn.
Feedback you send
We are glad to get reports of mistakes and ideas for features. By sending feedback you let us use it to improve the site, freely and without owing you anything for it. Don’t send anything you are not allowed to share, or anything confidential. We read messages but can’t promise to reply to each one or to act on every suggestion.
Our content and how you may use it
The site’s text, tables, illustrations, design and code belong to the developer of Flag Maker, except material that belongs to others and is credited as such (for example the documents listed as sources). You may:
- use the flags you make for anything allowed by these terms;
- quote short parts of the text with a link back to the page you quoted;
- link to any page of the site.
Please don’t republish whole pages or large parts of them, or use our name or logo in a way that suggests we endorse you, without asking first.
Outside sources and names
Flag ratios, print guidance, Hearts of Iron IV file sizes and the five design principles come from the documents listed under Sources on the home page. Those documents belong to their publishers; we summarise them and link to them. We aren’t affiliated with or endorsed by the North American Vexillological Association, Paradox Interactive, any flag printer or any government. Hearts of Iron is a trademark of its owner and is named only to describe file compatibility. We are not responsible for the content of other websites we link to.
Availability and changes to the service
We try to keep the site running and correct, but it may sometimes be unavailable, for example during maintenance or because of problems with our hosting. Your saved design lives in your browser, so download anything you want to keep. We may change, add or remove features, correct how flags are drawn, or stop offering the site, at any time and without notice. Because the service is free, we don’t owe compensation for downtime or changes.
No warranties
The site and its files are provided “as is” and “as available”. To the extent the law allows, we make no promises, express or implied, that the site will be accurate, complete, uninterrupted, free of errors or fit for a particular purpose, or that a printed or in-game flag will match what you saw on screen.
Limits on our liability
To the extent the law allows, we are not liable for any loss or damage that comes from using the site or its files, including print costs, reprints, lost designs, disputes over a design’s ownership or resemblance to another flag, lost profit or business, or indirect or consequential losses. Where the law does not allow us to exclude liability, our total liability for any claim connected with the site is limited to US$50, since you pay nothing to use it.
Your rights as a consumer
Nothing in these terms limits or excludes any liability or rights that cannot be limited or excluded by law, such as liability for death or personal injury caused by negligence, or for fraud, or the statutory rights of consumers where you live. If a part of these terms is not allowed where you live, it simply doesn’t apply to you, and the rest still does.
Ending access
You can stop using the site at any time; there is no account to close. We may block access from addresses or automated clients that break these terms, for example by flooding the site or the feedback form.
General
These terms and the privacy policy are the whole agreement between you and us about the site. If we don’t enforce a part of these terms straight away, we can still enforce it later. If a court finds a part invalid, the rest stays in force. We may transfer the site and these terms to a new owner; your rights under them will not be reduced as a result.
Changes to these terms
We may update these terms, for example when the site gains a feature. The date at the top shows the latest version, and the version on this page at the time you use the site is the one that applies. If a change is significant, we will say so on this page.
Contact
Questions about these terms go through the Give feedback form or the contact page.
